Acer E5-511P RAM slot problems

This is pretty interesting problem. My computer comes with a stock 4GB DDR3 RAM chip. It is claimed to support up to 8GB memory. So, the RAM is supposed to be running at 1333MHz but according to CPU-Z it is only running at 666.7MHz. Again, there is only one RAM chip installed and Acer claims that this computer can only support one RAM chip. If that is the case then why is my RAM running at have speed? So i open up the computer and find that there are two RAM slots on the motherboard, one slot is empty.

 

So I use Crucial system scanner and get the exact RAM macthing and needed. No matter what combination of RAM I try there is a problem when I use both RAM slots. The computer turns on and the fan goes nuts but the screen doesn't come on. When I use just one RAM chip everything works fine, even a 1x8GB works fine but it is running at half speed still..666.7MHz. For some reason 2x4GB doesn't work and the two RAM chips i use come from the exact same package are the exact same specs. So how come there are two RAM slots if the second RAM slot is seeminly useless?
